Policies that reduce greenhouse gas emissions and build resilience to climate change can unlock powerful relationships between natural, economic and social systems to deliver sustainable and inclusive development.
A climate change-driven growth model is well-suited to unlocking international finance and focusing local capacity to alleviate some of the most critical barriers to growth in developing countries, like low investment, electricity supply constraints, weak fiscal positions, spatial and economic exclusion linked to weak transport systems, and poor service delivery.
Making the most of these opportunities is crucial to ensuring a liveable climate, because low-carbon and climate-resilient policies that do not generate or safeguard inclusive development will struggle to gain popular support.

Prof Brett Cohen is a Chemical Engineer with a PhD from the University of Cape Town. He has worked on climate and sustainability-related projects across the globe, in both academia and the private sector. Brett has been appointed as a Lead Author on the Intergovernmental Panel on Climate Change’s (IPCC) sixth assessment report (AR6), was an expert for scoping of AR7, and has been appointed to the UNFCCC Roster of Experts on climate change matters related to UNFCCC activities, having completed several of the UNFCCC training courses. He is a C2 National Research Foundation (NRF) rated researcher, has published extensively in academic journals and presented at a number of international conferences. Brett is a co-founder of Enuity consulting, and also holds a position as an Honorary Professor in the Department of Chemical Engineering at UCT.
Brent Cloete is an economist with two decades of experience advising public, private, civil society, and donor clients on economic development, industrial policy, climate change, and energy issues across Africa. This includes considering the systemic impacts of climate change on economies, and identifying, understanding, managing and disclosing climate-related risks and opportunities at an institutional level. He supported the conceptualisation of the South African climate change mitigation system, including the carbon tax, and has supported low-carbon development in several African countries. He holds a master’s degree in economics from the University of Stellenbosch, and spent 15 years at two of South Africa’s premier economic consulting companies before co-founding Enuity with Professor Brett Cohen to support climate-positive policies to unlock sustainable and inclusive development.
